a new initiative across England that will result in a change in financial flows. Since April 2005 all practices or groups of practices have been eligible to receive their own budget from the primary care trust (PCT) to commission services to suit the needs of the local community. Unlike the old fundholding system, PBC is intended to be less bureaucratic, more equitable, and focused on improving the quality of patient care. It is being implemented in a variety of ways under the direction of individual PCTs.
